Aircraft Noise Competent Authority to be established

Fingal County Council has been appointed as the Competent Authority for the purposes of aircraft noise regulation at Dublin Airport by the Minister for Transport, Tourism and Sport, Shane Ross, TD. The Council received formal notice of its appointment today and will now proceed to establish the Aircraft Noise Competent Authority.



Following the signing of the Aircraft Noise (Dublin Airport) Regulation Act 2019 into law on May 22 by the President of Ireland, Michael D Higgins, Part 1 of the Act has now been commenced which allows Fingal County Council to proceed with the formal establishment of the Authority. The remaining sections of the Act are not yet commenced.


The Interim Chief Executive of Fingal County Council, AnnMarie Farrelly, said: “Fingal County Council has a track record of performing the role of competent authority in areas such as planning and environment and does so in an independent and transparent way. Appointment as the competent authority for Aircraft Noise Regulation is no different and all necessary specialist expertise will be assigned to the role. The Aircraft Noise Competent Authority is required to operate within the parameters of the relevant European and Irish legislation in carrying out its mandate to regulate aircraft noise at Dublin Airport.”
